MemberA bit of a late reply, but it's a little-known feature called a "vermiform appendage" or "urethral process". Vermiform meaning "worm-like", and it acts like an extension of the urethral opening. It's common in "small ruminants" like goats and sheep, but apparently giraffes have them too.
Is it stiff and thin enough for cervical penetration or is it just supposed to be floppy and spray everywhere? Who knows. Basically the only thing I can find about it is dry clinical literature about kidney stones, so you think there'd be selection pressure away from it if it wasn't beneficial in some way.
In any case, a fun bit of anatomy to have in the furry repertoire.
