I don't think Bowser or anyone of his kingdom has ever killed, I mean, a bunch of mushrooms with fangs, turtles, winged turtles, magic turtles, extremely slowly moving bullets and bombs that are about the size of the explosion they can cause, first game they decided to turn the enemy into blocks rather than fight.
Bowser and his kingdom seem as harmless as a puppy running wild and breaking stuff, his motivation is to have a mom for his babies, he just doesn't know how to woo a lady
