MemberFrom what I understand of the character - Sami is supposed to be an entity similar to that of S-1471-A (Mal0). To be specific, Sami is an S Foundation fan character created by the artist Whisperfoot. She is described as a "socially awkward, sexually perverted shut-in wolf." and is ed through computers through the SAMi.exe file (which behaves similarly to S-1471), so she is treated as the younger sister of S-1471-A.
Meaning that she's a character in the game because she put herself there.
That's Whisperfoot's musk/sweat fetish (apparently their old name was YEENMUSK) ;)
