Someone who was married the The Duchess in Queensbury Crypt, thus making him royalty and the sealing of him in his tomb at an early time attempted regicide . You kinda need the context that this image is referencing an endgame scene where Lionel hosts a dinner party, and to cement his power over Ossex by doing the mother of all smear campaigns, every wanted poster is a legitimate thing he brings up during the scene. Even good deeds will be twisted as wrong doings, like the public lewdness is literally something that gets brought up if you do the long nosed man's quest, which is just a good deed of helping the guy confess to his crush.
