MemberNot in universe, but basically every cartoon with anthropomorphic critters does it, because male and female nudity are treated differently by society at large. And it got established early because Disney of all companies had a kerfuffle in the 30's around a cow that had udders, and basically everyone also doing animation followed suit. So male characters can wear clothes, but it'll be up to individual style and preference.

Penelope gets away with it by being a regular cat that sort of just... stands up once people aren't around, so no reason to have clothes, but Fifi seems to work on "if we never acknowledge it, it won't matter" vibes. Maybe Tooniversity just a very blasé attitude towards nudity.
And it's not like Sonic never gets in on it, Sally is absolutely rocking the Buster Bunny "Top and Nothing Else" look and has it open to boot.

MemberI think those are actually opposite reasons, oddly. With Dot they use the skirt to say "this one is a girl" visually because she mostly lacks obviously feminine features (what with the Warner's basically being inkblots with vaguely animal bits). With Minerva they'd be getting the side eye from censors because she's very obviously a lady.
