MemberNah, I think it's cause she's goth, punk, or just an actual satanist. I don't necessarily mean that in a negative way, it's just that Vixen hangs with the devil. Deborah has never hinted she is even aware of the fact Vixen is trans, though she might think Vixen is a homosexual.
If she was transphobic (and aware), it's unlikely Deborah would actively use the correct pronouns for Vixen, knowing full well she is trans. Whether or not she will figure it out later in the comic, I dunno.
