They've started to serve out their sentence, and now the rest depends on them. In the post-apocalyptic world, keeping all criminals in jail for a long time is a waste of resources, so if inmates are ready to change their ways (and to prove that they can be useful for society), they have good chances for a reduced sentence. And neither Riggs nor Stacy are purely evil in nature. They are just products of the cruel, criminal environment they lived in.
Riggs was driven by a desire for revenge for the death of his beloved woman. In theory, he, despite being an inmate, might even demand an investigation into the NCR commanders' actions that led to this death.
And Stacy was simply consumed by thirst for power and luxury. Now she will have to find other goals in life if she wants not to be miserable.
Butcher was a person whose favorite hobby was hurting and killing people. He often did it for money, but he was too unhinged and ferocious to be accepted into any gang (most raiders preferred to keep away from him), remaining a loner for hire.
He would have killed Tori for sure. Without Butcher, the wasteland has become a better place.
They are. While Tool is in prison, Rachel and the mercenaries have found a way to settle his conflict with the Omertas. Tool is really lucky to have such friends and such a girlfriend.
