MemberActually, I'm pretty sure you can...I think fur color is dependent on skin pigmentation under it. That's why if you were to shave, say, a tiger's fur off, their skin would have the striped pattern.

MemberYou are right that skin pigment and fur color can be and often are the same, however, your reasoning and implications are totally off. Tattooing skin under the fur wouldn't change the actual genes for fur and skin color, so there would be a tattoo down there, but the fur on top would still be exactly the same as before. Fur doesn't pick up pigment from the skin or anything like that.
The only furries who could get "tattoos" would be colorpoints, because temperature affects their fur color (which is why siamese have dark paws, ears and noses). Even then, the dark fur would fall out after a while and be replaced with light fur again.
