i say Ceroba could sur Toriel, since we only see toriel with fire magic meanwhile Ceroba... we seen in pacifist run and also genocide run, reducing health and using shield, but that aside both is good

She's suppressing her power level you know so if she wasn't holding back and actually wanted to kill frisk I'd guess she's at least 15 finger Sukuna or Spamton neo tier.

Toriel, being a Boss Monster, should out power Ceroba by default, and by quite a bit.

That said... I fear Ceroba more. Her magic is more varied, and she uses multiple abilities at once and in strategic ways, like projecting her shields around her opponent to restrict their movement and make it easier to hit them with a health reducer.

    Ah. This cliché.

There is just one issue with using this excuse to excuse a character not using their full might.

The question is no longer about how strong they are. It's about whether that character realistically has it in them to use their full power. As we have seen, in more situations than the other... Ceroba would be more willing to go all out. She's even sufficiently driven to use underhanded tactics to get her way.

Toriel displays an endless amount of restraint and patience. Not once does she resort to purposefully killing someone or some thing other than snails. It goes beyond this, as toriel actually would never do true harm to anyone willingly, even if it has been proven she can. She's shown far more evidence than otherwise that she is against violence. Her home is accident proofed against mishaps.

Accidents happen, but it'd take one hell of an oopsy to kill Ceroba. She has a pretty large hp pool, after all, and is exceptionally gifted in magic.

Grief is dangerous. But Ceroba was not only in grief. She was desperate and scared.

Toriel had lost everything already. Her wish was to spare any further beings her breed of suffering.

... Conclusion and TL;DR: It's about drive, not power.

Toriel IS stronger (I think), but Ceroba has the killer instinct in a fight to the death.

But if it's a friendly spar, awh yeah Tori has some cheddar~.

We see Toriel 'defeat' Asgore in a single hit. Why? Because he was about to kill a child. If Toriel saw Ceroba about to kill a child, she would definitely have full reason to act. Sure she only knocked Asgore away, and she didnt even hurt the Froggit she saw attack Frisk, but she's REPEATEDLY shown that she will interfere to protect the child. Ceroba would not need to die for Toriel to use her full power and beat her.
