I think I get everything except the Eagle and the Cardinal.

I'm guessing Jerry Mandarin is Gerrymandering which is an unfair tactic in polotics, but that's about all I can make sense out of the eagle

That's the joke, that gerrymandering, which is illegal, is the only reason they won the election but the eagle is dumb and thinks it's a person.

But how does that relate to an Eagle and a Cardinal?

Worth pointing out that gerrymandering isn't illegal in the United States unless it can be demonstrated to disadvantage racial demographics, so as long as it wasn't racial gerrymandering (as was famously done in my home state of NC) then he won't get in legal trouble, just maybe political

The Bald Eagle is America's national bird, and many see the eagle as a symbol for the country itself. I think part of the reasoning here is that much of America's politics are steeped in the ideals of nationalism and patriotism.

The Cardinal... I'm not sure. Wikipedia says it's the state bird of seven different US states, more than any other bird in the country. Don't know how that connects at all.

I think they might be revering to religion, but hell if I know. I'm just a drunk engineer student trying to enjoy their spring break with only some understanding of politics.

Also if any one is wondering why I think religion. It is because Cardinal is a rank in the Catholic church and Christianity is the largest religion within America.

Apparently the cardinal was referring to electronic voting which is also called cardinal voting.

I know it's been six years, but in the U.S. "Eagle" is slang for "gay, top and Republican" and "Cardinal" the same thing but a bottom. Just felt this was extremely important information.

I'm American and I never heard either of those.

These two make way more sense as an answer.
