GIF is lossless and because of that gets really large really fast, but is also limited to 256 colors. Video allows thousands of more colors and allows much higher resolution, framerate, etc. but uses lossy compression.
If you look at the sources, artist only posted this as image file on twitter and as GIF on newgrounds, er here is third party, which means that artist only posted this as fucking massive GIF and er here converted that GIF to WebM.
You can actually see this clearly if you look at parts like top of the bed, where instead of smooth gradient, there's dithering, pixel artifacting.
If they did post this as video, then I wouldn't have any complains, but they didn't. What I'm saying is that Twitter telling them that their GIF file is absurdly large should've been indication for artist to use something else instead (also twitter would've converted it to MP4 regardless, so using video would've kept quality higher even if it was smaller). Their clear line style and mostly solid colors hide the fact that it has two seperate compressions pretty well, but it's still far from ideal.
